Judgment text excerpt

The Supreme Court interpreted Rule 2 of the Telegraph Engineering Service (Group 'B') Recruitment Rules, 1981, clarifying that the minimum passing marks requirement applies to the aggregate score across all subjects, not individually per subject. The Court held that the Central Administrative Tribunal's interpretation, which allowed passing based on aggregate marks despite failing in individual subjects, was incorrect. Consequently, the Court ruled in favor of the Department's interpretation requiring minimum marks in each subject for passing the examination.
