The Supreme Court examined the validity of Rule 3 of the Prevention of Food Adulteration (Punjab) Rules, 1958, which allows the delegation of powers to appoint Food Inspectors and authorize prosecutions under Section 20(1) of the Prevention of Food Adulteration Act, 1954. The Court held that the delegation of powers by the Food (Health) Authority to the Food Inspector was valid and did not contravene the provisions of the Act. Consequently, the complaint filed by the Food Inspector against the appellants was deemed competent under the Act, and the objections raised by the appellants were rejected.
