The Supreme Court held that Rule 27(2) of the Central Civil Services (Classification, Control and Appeal) Rules 1965 mandates the Appellate Authority to consider compliance with procedural requirements, the adequacy of evidence supporting disciplinary findings, and the appropriateness of the penalty imposed. The Court found that the Director-General failed to adequately apply his mind to these factors, particularly regarding compliance with the rules and the sufficiency of evidence. Consequently, the Court set aside the Director-General's order and directed him to reconsider the appeal in accordance with Rule 27(2).
