The Supreme Court held that Section 384 of the Punjab Municipal Corporation Act, 1976, mandates that the procedure in the Code of Civil Procedure (CPC) is to be followed in appeals, references, or applications to the District Judge, but only 'as far as it can be made applicable'. The Court clarified that this does not require strict adherence to the CPC, allowing the District Judge discretion to permit evidence under Order 41, Rule 27 CPC when appropriate. The appeal was dismissed, affirming that the procedures of a civil suit are not strictly necessary in such appeals under Section 269(2) of the Act.
