The Supreme Court held that Paragraph 9 of the Presidential Directive mandates reservation for Scheduled Castes and Scheduled Tribes in promotions by selection to Group 'A' posts with a salary of Rs. 2,250 or less. The Court found that the letters from the Ministry of Steel and the Steel Authority of India Ltd. denying such reservation were contrary to this directive. Consequently, the Court quashed these letters and directed compliance with the Presidential Directive regarding reservations in promotions.
