Judgment text excerpt

The Supreme Court interpreted G.O.Ms.No. 559, affirming that the appellant was entitled to promotion as Deputy Registrar from 1965, which was unjustly delayed until 1983. The Court held that while the appellant's long delay in seeking relief was noted, granting his claim would disrupt existing promotions, thus awarding him Rs. 40,000 as backwages for the period 1965 to 1982. The Court clarified that the appellant is entitled to tax relief under Section 89 of the Income Tax Act, 1961, and fixed his pay at Rs. 1600 effective January 1, 1984.
