The Supreme Court held that under the Contract Labour (Regulation and Abolition) Act, 1970, the appropriate Government for addressing grievances of contract labourers employed by the Food Corporation of India is the respective State Government, not the Central Government. The Court emphasized that Section 10 of the Act allows the appropriate Government to prohibit the employment of contract labour in certain establishments, and the failure of the State Governments to act on the petitioners' grievances was unjustified.
