The Supreme Court held that the place of detention for a detenu is primarily an administrative choice of the detaining authority, and judicial interference is warranted only if there is a violation of specific legal provisions or evidence of arbitrariness. In this case, the Court found no such grounds to challenge the detention of the detenu in Bharatpur, Rajasthan, as it was deemed necessary under the circumstances. The Court emphasized that while conditions of detention should not be punitive, they must ensure the effectiveness of incarceration, and upheld the validity of solitary confinement under Condition No. 4 of the National Security (Rajasthan Conditions of Detention) Order, 1984.
