The Court found that the Selection Committee's reliance on uncommunicated adverse entries, which were later expunged, rendered their decision invalid. Consequently, the High Court's dismissal of the appellant's writ petition was overturned, and the Selection Committee was directed to reconsider the appellant's promotion to the Indian Police Service Cadre.
