The Supreme Court held that Section 4(1) of the Land Acquisition Act, 1894 does not require public notice of the substance of the notification to be given simultaneously with its publication in the official Gazette. The Court clarified that while the two steps must be contemporaneous, they need not occur immediately after one another, and a delay of 29 days in public notice does not invalidate the notification. The invocation of urgency provisions under Section 17(4) was upheld despite prior correspondence, affirming the necessity of urgency in land acquisition proceedings.
