The Supreme Court held that the Indian Statistical Institute, being financed and controlled by the Central Government, qualifies as 'other authority' under Article 12 of the Constitution, thus amenable to writ jurisdiction under Article 32. The Court found that the appointment of the Director was invalid due to non-compliance with Bye-law No. 2, which mandates publicizing the vacancy, and the lack of proper consideration of candidates' qualifications. Consequently, the appointment of Respondent No. 4 was quashed, and the Institute was directed to follow due process in selecting a new Director.
