The Supreme Court ruled that the Municipal Corporation of Delhi's recruitment policy, which prescribed a 50% quota for direct recruitment and 50% for promotion for Assistant Engineers, was valid under Sections 47 and 480(2) of the Delhi Municipal Corporation Act, 1957. The Court held that the Corporation is not bound by the Central Public Works Department's policies unless formally adopted.
