The Supreme Court held that under Section 62 of the Motor Vehicles Act, 1939, the Regional Transport Authority does not have the power to grant temporary all-India tourist permits, as this power is not conferred by the statute. The High Court's decision to quash the State Transport Appellate Tribunal's order granting such permits was upheld, affirming that the expression 'Regional Transport Authority' in Section 62 does not encompass the State Transport Authority.
