The Supreme Court upheld the constitutional validity of the order No. G.S.R. 410C E/Ess. Com./Sugar dated 14-7-1980, issued under Section 3 of the Essential Commodities Act, 1955, which regulates the stock limits for sugar dealers. The Court found that the order is not ultra vires as it aims to secure equitable distribution and prevent hoarding and black-marketing, thus serving public welfare. The restrictions imposed were deemed reasonable and regulatory, not prohibitory, thereby not violating Articles 14 and 19(1)(g) of the Constitution.
