The Supreme Court upheld the validity of the Aviation Research Centre (Technical) Service Rules, 1976, which provided for the constitution of a new service and the appointment of personnel from various sources. The Court ruled that the President had the authority to prescribe methods for filling vacancies in different categories, as per Articles 14, 16, 32, and 309 of the Constitution of India. The petitioners' challenge to the promotions given between 1968 and 1975 was dismissed due to a lack of valid explanation for the delay in filing the petition, resulting in denial of relief.
