The Court clarified that the absence of a specific provision for deputation allowance in the IPS (Cadre) Rules, 1954, or the IPS (Pay) Rules, 1954, does not bar such payment if other rules permit it. The appeal was allowed, affirming the appellant's right to the allowance as there was no modification of Rule 2(b) by the Central Government.
