The Supreme Court held that the classification made by the Jammu and Kashmir Government in its Notification No. 41-G.R. of 1980 for the admission to the M.B.B.S. course was arbitrary and invalid under Article 14 of the Constitution. The Court found that the criteria for rectification of regional imbalance lacked intelligible data and thus violated the principles of equality. The Court also ruled that the allocation of 30% marks for the viva voce test was unreasonable and that the presence of a Government official on the Selection Committee was contrary to law.
