The Supreme Court held that the State Government must implement High Court directives uniformly for all employees in the same class, as per Article 14 and Article 16 of the Constitution. The Court struck down sub-rule (2) of rule 5 of the Andhra Pradesh Revised Scales of Pay Rules, 1969, as it violated constitutional provisions and upheld the High Court's judgment, which had attained finality. The Court ruled that the Government cannot selectively apply the High Court's decision and must re-fix pay as if the offending rule never existed.
