The Supreme Court upheld the constitutional validity of the Andhra Pradesh Land Reforms (Ceiling on Agricultural Holdings) Amendment Act, 1977, stating that Article 246 allows Parliament to legislate on matters previously under State jurisdiction when resolutions are passed by State Legislatures. The Court clarified that the Andhra Pradesh Act was not rendered void by the Urban Land (Ceiling & Regulation) Central Act, 1976, but was inapplicable to 'vacant lands' defined under the Central Act. The appeals and writ petitions challenging the High Court's decision were dismissed.
