Judgment text excerpt

The Supreme Court held that the Bihar Police Service (Recruitment) Rules, 1953, and Article 309 of the Constitution of India empower the State Government to regulate public service appointments. The Court found that the promotion of the appellants to Deputy Superintendents of Police was valid, and the subsequent cancellation of their promotion was arbitrary and unjustified. The Court directed the State Government to revise the gradation list in accordance with the principles of fairness and justice, thereby upholding the appellants' claims.
