The Supreme Court held that under the Punjab Police Service Rules, 1959, the quota rule for recruitment applies not only at the time of initial recruitment but also at the time of confirmation. The Court emphasized that seniority in the cadre of Deputy Superintendent of Police is determined by the date of confirmation, as per Rule 10. The Court dismissed the appeals and directed the State to consider the confirmation of promotees in accordance with the quota rule, thereby upholding the principles of equality of opportunity in public service under Article 16 of the Constitution.
