The Supreme Court held that the appellants were not eligible for inclusion in List 'G' for promotion to Deputy Superintendents of Police as they had not completed the requisite six years of continuous service as mandated by Rule 6 of the Punjab Police Service Rules, 1959. The Court clarified that the ad hoc promotions made by the State Government were justified due to extraordinary circumstances and did not violate the rules. However, it affirmed that the relaxation of service requirements for respondents 4 to 37 was not permissible under Rule 14, which only allowed for case-specific relaxations and not a general reduction of service requirements.
