The Supreme Court upheld the High Court's decision that the registration fee levied under the notification dated 15th December 1952 was illegal, as it did not satisfy the constitutional requirements for a legal fee. The Court established that a legal fee must have an element of quid pro quo and must not contribute to the general revenues of the State. Since the fee in question was part of the general revenues, the Court affirmed the High Court's ruling to quash the notification.
