The Supreme Court held that Section 77(2) of the Andhra Pradesh Co-operative Societies Act, 1964 is a mandatory provision requiring notice to be given to affected parties before passing orders. The Court found that the Government's failure to provide notice to the appellants before allowing the revision petitions of the village societies rendered the orders invalid. Consequently, the Court allowed the appeals and set aside the High Court's dismissal of the writ petitions, reinstating the orders of the Registrar.
