The Supreme Court held that under Section 132(1) of the U.P. Municipalities Act, 1916, the period for filing objections is legislative and does not extinguish legal rights as per Section 28 of the Limitation Act. The Court clarified that Section 132(4) allows for any objections to be considered before submission to the prescribed authority, regardless of when they were filed. Furthermore, the Court noted that the modification of proposals without publication does not violate the appellant's rights unless it results in patent injustice, which Section 135(3) may not remedy.
