The Supreme Court held that Section 138 of the Indian Railways Act does not require the complainant to be specifically authorized by the Railways for a complaint to be maintainable. The Court clarified that an application can be filed on behalf of the railway administration by a high officer, thus overturning the Patna High Court's decision which quashed the eviction order on the grounds of lack of authorization.
