However, the rules introduced by 'Advance Correction Slip No. 70' do not govern the promotion of class III employees to class II posts, as they pertain specifically to seniority regulations for non-gazetted staff. The Court dismissed the appeal, affirming that the rules do not apply to the promotion of the appellant, a class III employee, to a class II position.
