The Supreme Court held that under Section 115 of the States Reorganisation Act, 1956, individuals must be given an opportunity to be heard against a provisional inter-State seniority list before it is finalized. However, once the final list is prepared, no further opportunity is required unless the list is vitiated by a lack of adherence to applicable rules or is based on malafide or irrelevant considerations. In this case, the appellant's objections to the final seniority list were dismissed as he had already been given a chance to contest the provisional list and did not establish grounds for challenging the final list.
