The Supreme Court held that the appellant's departmental enquiry was not vitiated by material irregularities, as the denial of a reasonable opportunity to present evidence must contravene mandatory provisions of law or natural justice to invalidate the trial. The Court clarified that a suit challenging departmental proceedings cannot serve as an appeal against findings or punishments unless the proceedings are null and void. The Court also noted that while the Civil Procedure Code does not set a time limit for judgment delivery post-hearing, excessive delays are undesirable and can undermine litigant confidence.
