The Supreme Court held that the Kurukshetra University erred in cancelling the appellant's candidature for the Part II examination after initially allowing him to appear. Under Clause 2(b) of Ordinance X, the University could only withdraw the certificate of attendance before the examination, not after. The High Court's dismissal of the writ petition was deemed inappropriate, and the appeal was allowed.
