The Supreme Court held that under Rule 3.12 of the Punjab Civil Service Rules, a government servant acquires a lien on a permanent post upon substantive appointment, but Rule 3.14(a)(2) provides an exception for appointments outside the original cadre. The Court found that the appellant's lien on the post of Agricultural Inspector was suspended when he was appointed as Block Development and Panchayat Officer, and upon deconfirmation from that post, his lien on the Agricultural Inspector position was revived. Thus, the promotion to District Agricultural Officer was upheld as legally valid.
