The Supreme Court examined the validity of import licenses issued under the Goa, Daman and Diu (Administration) Ordinance, 1962, in light of Articles 73(1)(a), 239(1), 240, and 264(4) of the Constitution of India. The Court held that the Union Government has the authority to issue executive directions to the Administrator regarding the administration of Union Territories. It was determined that licenses granted contrary to procedure could be validated if done in good faith, and the rejection of the petitioner's application for an import license did not constitute a violation of fundamental rights under Article 19(1)(f).
