The Supreme Court held that the appellants, who are licensees under Section 10 of the Punjab Agricultural Produce Markets Act, 1961, cannot be levied fees for the purchase and sale of agricultural produce as they were not issued the requisite licenses under Section 23 and Rule 29. The Court found the High Court's quashing of the assessment order justified, as it was arbitrary and violated principles of natural justice. Consequently, the appeal was allowed, and the demand for fees was set aside.
