The Supreme Court addressed the validity of the Central Government's order accepting the Wage Board's recommendations under Section 10 of the Working Journalists (Conditions of Service) and Miscellaneous Provisions Act, 1955. The Court held that the classification of the Press Trust of India (P.T.I.) was discriminatory and violated Article 14, as it did not consider the P.T.I.'s capacity to pay. Consequently, the Court struck down the order concerning the P.T.I. and directed it to pay wages as per the Wage Board's recommendations until a new fixation was made by the Central Government.
