The Supreme Court held that under Section 5A of the Prevention of Corruption Act, territorial jurisdiction must cover the location where any part of the alleged offence occurred. The Court clarified that offences under Sections 161, 165, and 165A IPC, as well as Section 5 of the Prevention of Corruption Act, are cognizable offences, regardless of the investigating officer's rank. The requirement for sanction under Section 196A Cr.P.C. does not apply, and the trial can proceed without delay or harassment to the officers involved.
