The Supreme Court held that appointments to the Military Engineer Service Class I by interview, made in consultation with the Union Public Service Commission, were valid despite the appellants' claims that such appointments did not fall under the purview of recruitment by competitive examination as per the Military Engineer Service Class I (Recruitment, Promotion, and Seniority Rules) 1951. The Court clarified that the amendments to the rules in 1967 and 1969 regularized the recruitment process, allowing direct recruits appointed by interview to be confirmed in permanent posts. Consequently, the appellants' grievances regarding confirmation were dismissed, as the direct recruits were confirmed in accordance with their seniority and within their quota.
