The Supreme Court held that the appointment of the appellant, who was initially holding a temporary post of Editor, to a permanent post of Assistant Editor under the Central Information Service Rules, 1959, did not violate Article 311 of the Constitution. The Court found that the temporary post had ceased to exist and the new appointment did not constitute demotion or punishment. It was determined that the process of recruitment under the new rules was fair and reasonable, and did not infringe upon the appellant's rights under Articles 14 and 16.
