The Supreme Court held that under Section 10 of the Bihar Land Reforms Act, 1950, the original lessees automatically became lessees of the State Government, and the Act did not extinguish the title of the original petitioners. The Court ruled that the Controller of Mining Leases lacked the authority to terminate the original lease, and thus the Patna High Court's cancellation of the lease in favor of the appellant was erroneous. However, the petition raised disputed questions of title, and the petitioners failed to provide conclusive evidence of their title, rendering the writ petition incompetent.
