The Supreme Court interpreted Rule 5 of the Supplementary Rules under the Mysore University Act, 1956, which mandates the Board of Appointments to provide written reasons for selecting a candidate and for overlooking senior candidates. The Court held that while the length of teaching experience is an important factor, it is not the sole determining criterion for selection. The Board's failure to explicitly state reasons for preferring the appellant over a more experienced candidate did not invalidate the appointment, as the Board substantially complied with the rule, and the Chancellor's approval cured any irregularity.
