The Supreme Court ruled that the fixation of the year of allotment for officers under the Indian Police Service (Regulation of Seniority) Rules, 1954, is within the discretion of the Central Government and should not be interfered with by the court. The Court clarified that an officer recruited directly to the Indian Police in 1945 does not qualify as a direct recruit for the main part of Rule 3(3)(b). The Court upheld the High Court's decision to sustain the year of allotment of 1948 assigned to the appellant on an ad hoc basis, affirming the application of the first proviso to Rule 3(3)(b).
