In this case, the Madhya Pradesh Government Servants (Temporary and Quasi-Permanent Service) Rules, 1960, did not authorize suspension, thus the appellant's resignation was valid and effective. Consequently, the respondent could not initiate disciplinary proceedings against the appellant after his resignation was communicated.
