The Supreme Court held that evidence is admissible to clarify the meaning of entries in the Constitution (Scheduled Tribes) Order, 1950, but cannot modify the order to include other tribes. It ruled that the status of a person as a member of a scheduled tribe is a legal question, and an admission of non-membership is not conclusive in an election petition. The Court found that Patars are a sub-tribe of Mundas and cannot be excluded from the Munda classification solely because they are not specifically mentioned in the Presidential Order.
