The Supreme Court held that the order of suspension of the appellant was valid under Rule 7(3) of the All India Service (Appeal and Revision) Rules, 1955, as there was an ongoing investigation related to charges under the Prevention of Corruption Act. The Court found that the Government had applied its mind to the allegations and circumstances, and the appellant failed to prove mala fides.
