The Supreme Court held that under Section 3(2) of the Madras Estates Land (Reduction of Rent) Act, 1947, the State Government's determination of rent rates must be based on relevant material, not solely on the settlement register. The Court found that the Special Officer's reliance on a report that did not pertain to the village in question rendered the determination invalid and in violation of judicial principles. Consequently, the Court ruled that the civil courts retain jurisdiction to entertain the suit, as Section 8(1) does not apply when the determination lacks proper evidence.
