The Supreme Court held that the Sea Customs Act, 1878 is applicable to the Santhal Parganas by virtue of Section 3(2) of the Imports & Exports Control Act, 1947, which was extended by the Governor under Bihar Regulation I of 1951. The Court affirmed the legality of the arrest and seizure of cloves under Sections 173 and 178 of the Sea Customs Act, rejecting the appellants' claims that these provisions did not apply. The Court upheld the convictions for resisting lawful apprehension and causing hurt to public servants in the discharge of their duties.
