The Supreme Court held that under Section 10(2) of the Industrial Employment (Standing Orders) Act, 1946, as amended by Act 36 of 1956, a change of circumstances is not a prerequisite for modifying existing Standing Orders. The Court clarified that individual workmen have the right to object to draft Standing Orders on grounds of fairness and reasonableness, and that modifications can be made after six months from the last certification. The appeal was dismissed, affirming the modifications allowed by the Appellate Authority.
