The Supreme Court upheld the High Court's decision that the Commissioner of the Municipal Corporation of Delhi could not refuse sanction for building plans based on the Master Plan under Section 14 of the Delhi Development Act, as the respondents' land was not indicated for road use in the Master Plan and no Zonal Development Plan was prepared. The Court clarified that under Section 336(2)(a) of the Delhi Municipal Corporation Act, refusal of sanction is only valid if there is a contravention of specific laws, which was not the case here. Consequently, the appeal was dismissed.
