The Supreme Court upheld the validity of the supersession order of the Nagpur Municipal Corporation under Section 408 of the City of Nagpur Corporation Act, 1948, despite one of the two grounds for the order being found unsustainable. The Court ruled that the second ground was sufficient to justify the State Government's opinion that the Corporation was not competent to perform its duties. The Court clarified that an order based on multiple grounds can still be valid if at least one ground is sufficient, even if others are irrelevant or non-existent.
