The Supreme Court held that the Bihar State Universities (University of Bihar, Bhagalpur and Ranchi) (Amendment) Act 13 of 1962, Section 4, was unconstitutional as it violated Article 14 of the Constitution by imposing discriminatory qualifications on teachers. The Court ruled that the appellant, who had been deemed qualified under the University Statutes, should not have been subjected to additional requirements for the Principal's post. The Court allowed the appeal, reinstating the appellant's position without the need for further qualifications.
