The Supreme Court held that the Rajasthan Secretariat Service (Rationalisation of Pay Scales) Rules, 1956, which provided for no special pay for Assistant Secretaries promoted to Deputy Secretaries, did not violate Articles 14 and 16 of the Constitution. The Court found that the rules applicable to the Secretariat Service were not less favorable than those previously applicable and that the differentiation in pay scales did not amount to discrimination or denial of equality of opportunity. The appeal was dismissed, affirming the High Court's decision.
